Report a translation problem
I might do Monika as she is best girl.
We, the modders, are a creative bunch. We enjoy creating new things. Making a copy of an existing thing is not creative. Plus it is IP stealing and copyright violation too.
Only two ways this to happen is either someone gets really excited about DDLC, thus getting fun out of the modding. Maybe that will happen, I do not know. Or for you to pay for the commission. The latter is even more unlikely, as when money is in question the copyrights thing gets even worse. It is illegal in many countries to copy characters or other IP from another game, movie, anime etc.
For this to be any way partially legal, would mean the modder would have to model the character from scratch and deviate from the original design enough to be its own thing.
That is hard work, and I am guessing at least a week per character. More if the modder has school or day work.
This is why I am telling you we cannot and will not recommend a modder for you. It is throwing a friend under a bus. It is very hard for us modders to say no, so we have this golden rule; never recommend another modder. They will offer themselves, if they are interested and willing to commit the time.
But if you are willing to commit the time and learn yourself, do know that this community is very supportive. I am and we are here to help you all the way.

Considering you have no pre-existing knowledge with modeling, probably will need to use a third party anime creation program to make the base models- which there are a lot of due to VRChat being so popular, or find free existing models people put together.
