Stagger should depends on the amount of damage taken
It makes no sense that my character with masterwork samurai armor gets stagger-locked by prototype toothpicks that doesn't even register as damage.

I feel like whether or not someone gets staggered should depend on the damage taken instead of just being hit, and the amount of damage it takes to stagger someone should depend on their toughness.

And maybe there could be two threshold, Flinch and Stagger.

As I understand it, this is already the way the game works: lower toughness, or otherwise higher damage, leads to longer knockback animations.

The problem is that every landed attack triggers a knockback animation, and even the shortest animation is obviously too long for a 0 damage attack.

At level 80 of toughness any damage below 5 shouldn't even get an reaction
