Bounty Request: Swamp Ninjas and Red Sabers

Just a small question as to why there are no bounties on roving swamp ninjas and red sabers, when they do go into UC lands.
In other places the dust bandits, and sand ninjas and other bandit equivalents mostly all get the occasional bounty carrying NPC, but these two groups I mentioned do not (excepting their bosses at their hideouts).
Would be a nice change if it could happen.
