Report a translation problem
Either you didn't look well enough in the UC territory, you're running some mod that does something else with the Shinobi Towers or your game is broked...
Click on the towers you see, read the description in the lower-left corner of the screen. It will tell you what type of building you have clicked on.
If all else fails, let Steam verify your local cache.
But, I think you just didn't look well enough.
It could be that I didn't look hard enough. I just went up to the Hub and allied myself with them, so I'm going back to The Great Dessert.

Shinobi Traders are darn awesome sources for really good gear early in the game. For cheap!
So, after running all the way up to the Great Desert and importing my game like 3 time cause I was trying to turn off some mods I might think might be messing with my game, I still haven't found a single Shinobi Tower in UC.
I did however find one in every single Holy Flame City and outpost I entered into.
You need to look at your mods. Something's fuggy.
I assure you, there are Shinobi Towers in some UC cities. They are there and I have been to them. That they are not in your game, even after Import, means... something is fuggy. :)

Just... But, why? The Shinobi are awesome allies. "Doll Shops?" I don't wanna know. :)

Thank you, but I feel like I kind of have to tell you what the Doll shops are. I don't wana put the Mod Auther in a bad light since the mods is quiet well made.
It's not a shop which sells Dolls. "Dolls" are the name of the Mod race. They're actually Skeletons which are covered in a porcilin like substance to make them look like very, VERY pale humans.
So the "Doll Shop" is a shop run by a Doll.
I get it and that's fine. I understood the original reference of "Doll." There's all sorts of those sorts of mods for games, these days. (I don't have anything against it at all, btw. It's your game, mod it however you want! :) )
