(1.0.9 stable)Town Override issue: Missing Longen from Trader's Edge after destroying farms and slave camps

So I've allied myself with the Anti-Slavers, and then with the Rebel Farmers. To start my war against the United Cities I followed the advice of Tinfist and started taking down the farms and the stone camps. After I've done that, he acknowledges this. Then I took down Sho-Battai for Boss Simion, again the action was acknowledged. But then Tinfist tells me to take down Lady Kana and Longen. I took out Lady Kana and that one of the Anti Slaves said "good job"(Grey?), HOWEVER now I can't find Longen in Heng, his second in command was on the throne, killed him, nothing. The plot does not advance.

By taking down the farms first as Tinfist suggested, town overrides came into play, and all the UC cities in the desert(at least) have malnourished samurais and several ruined buildings. I didn't find the noble of Stoat, and I didn't find Longen. Is it possible those missing NPCs are not available in the overridden towns?

PS: the game is awesome! Thank you for all your work! I have about 520 hours played :D
BTW: I have a lot of mods installed. I hope that's not a problem for analysis
