A bit of a trek for you but send your fastest runner straight there & it shouldn't take too long ;o)
Heng, bark, stoat, and and heft also no not have thieves guild in the towers anymore
edit: waiting won't solve the issue because i think the thieves don't respawn like other townsfolk.. could be wrong on that though..
No, the thieves watchtower that houses the shinobi thieves themselves are gone.....
Well they just vanished, dont know what happend xD walked all the way to the hub. Was a nice trip ^.^
made a little squad trip, took me like 3 days to reach the hub, but I visited all the towns on the way and freed the people from the eartlhy belonging they didnt need
Definitely a bug because when I started a new game or import the thieves are back at where they are so I guess you can either do an import (which will spawn you near The Hub which has a Shinobi Thieves guild tower) or check back with the guild towers after some in-game days has passed....or just head to The Hub,World's End or any of the other major cities.
Uncheck the box titled "Reset Squad Position" that will leave your people where ever they were when you imported.

I've seen a few Shinobi occasionally trying to break into a place and get caught. A fight breaks out and, of course, their friends come to the rescue. There's some oddities with the way the faction alignment system works. I've seen it spiral into massacres when others start getting involved.
It's inconvenient at times. My "Wanderer" starts typically require access to the Thieves guild (free stuff, beds, training and all the locks I can pick :) )
Curiously, so long as the Shinobi Trader is still alive, the locked boxes all reset even if he's at the stone camps.
I've made a fortune off those guys, so I'll routinely buy their freedom.
