Illegal Goods "No Problem"

Treid selling some hashish to a shek bartender. The item indicated No problem however the bartender refused and gave me some good toughness training.
Not so much a bug as probably just some overlooked detail.

I had the same issue in the slavers market south/east you have 3 small stores near the bar and 99,99% of the time they are buying stolen goods, even stolen goods from the same village, but one of them jumped me for selling something stolen but i don't remember what :/


btw i have the same souvenir in worldend, but here to i don't remember what.
But since i am near worldend i will do some tests later today.

Getting the same in Stack, No problem with illegal goods 100% fence chance and it takes the item i attempt to sell gives no cash and pushes an allert "attempted smuggling"

This includes when attempting to sell to thief fence's
