Report a translation problem
It is the pathing. You have to lead the guys up the stairs sometimes. Bring them inside first. Then, put them in front of the stairs. Then, access the roof, and click directly in front of the stairs. Once they are up there, they can build. However, you sometimes have to bring them right next to the things they are building for them to start.
If you create a lot of things at once when the builders are on the ground level, they will often try to build items on the roof from below. They get stuck unless you guide them up the stairs first.

I build on flat land with no vegatation whatsoever. I also try to lay out my buildings in neat rows to avoid pathing issues. Inside, I keep the path to the staircase super straight to avoid the issues. I do not fill up buildings the way I used to, and that has made a huge difference. Maybe you can try these things also.

Level or not, half get inaccessible rooves without any vegetation around them.
Besides, getting level building is very difficult in this game.
Have you tried refreshing the Navmesh (CTRL + SHIFT + F11)
or the Editing UI (Shift + F12).
On the latter one do NOT click SAVE in the UI that pops up, just click the FIX STUFF button then the EXIT button.
These generally work to clean up some minor weirdness.
