bandaging injured soldiers doesnt seem to work and there are literally almost no bandits with bounties on their territory

There are "Diplomats" available at some locations. You can pay them to restore relations. Check the wiki for locations, I have never used them and do not know where they are.

Bounty hunting is the main way I do it, you can also sit around cities and turn up party spawns so bandits attack the cities more often then turn them in when they have a bounty. If you don't take payment you get even more rep than normal.

I've never done it myself but apparently you can head over to the Flotsam Ninja base and ask to join them, when they ask you to pledge loyalty you can declare fealty to the Pheonix instead for +50 rep but you will need to get out of there alive.

If you have not already I would look into some mods that add more to the game. There are some that add more bounty's and there is one that increases the rep you get for healing people for example.

i got instantly killed doing the last one and i had pretty good gear

If you don't mind cheesing, still being neutral after phoenix pledge is possible by spamming the "are you really in the cult of narko>give me the long version>agreed=+1 or 2 flotsam rep" to negate the massive reputation drop.

Dust bandit bosses can spawn with a bounty on their head for the HN, you can hand folks in at Rebirth for some rep, hanging around a town may result in wandering bandits or slavers getting bounties on their heads for this that and the other, hanging around holy farms may result in river raptors getting bounties on their heads too.
