Question about selling drugs.

I am trying to sell the hash but I can't seem to do so. I tried selling it to a Shenobi Fence in both a Holy Nation city and a UC city. The one in the HN was just at a Bar, but the one at the UC city was at the tower. Every time I try it just says "Caught Smuggling" and the dialog closes. I am allied with the Shenobi. What am I doing wrong?

You cannot sell hashish anywhere other than to the thief trader inside their thief building (not the ones in the bar), and certain towns such as Mourn and Flats Lagoon

Hive Traders inside a city will inherit the local trade culture's markups but not legality, so hive traders in UC cities will be similar value as selling in Mourn or Flats Lagoon.

Otherwise you must sell to the Shinobi Trader and not the Shinobi Fence as the latter only deals in stolen goods not illegal ones.

Buy a building. Build a shop counter. Put hash in it. No one cares about illegality when you are a small business member and pillar of the community.

Pretty sure you can still just put stuff in a bag then take the bag off to hide it from bag checks. The system is kind of dumb and you don't need to be that creative to get around it.
