I want to understand what factions are okay with hash and why?

I tried selling hash in a shek city and they put me in jail. Why do sheks hate it but some groups don't?

What's the point of going through the process of smuggling it in when the shop keepers will just arrest me?

It's illegal in all 3 major factions. In their cities you can only sell it to Shinobi thieves in their towers, and you have to be a member first (pay 10k cats to join them). If the gate guards stop you, you might be able to talk your way out of it with certain party members, or you might be able to bribe the guards, or you can just cheat and take the backpack off and put it inside your inventory where the guards cannot "see" inside it.

Or you can take it to a tech hunter city. It's not illegal there, so no risk, and they pay a lot. The most popular hash running route is from the swamps to Flats Lagoon.

As for "why," unclear. It's not a particularly dangerous drug, no more than legal alcohol. In the UC I guess it could be seen as a form of social control, just one more excuse to throw people into the slave mines. And the shek and Okranites probably just don't think people should be allowed to have fun.

I think sheks don't allow it because it goes against their culture of battle. Something that makes people act silly and less violent is not good for combat.

Holy Nation doesn't allow it because Okran says so and how dare you question me, heretic.

UC doesn't allow it because its cheap to produce and scarcity increases the price. They don't have any kind of moral or ethical reason. Having it be illegal means nobles get more money for selling it and they can arrest people they dont like and have more slaves.

I mean, ultimately the reason it's illegal is because the devs wanted there to be illegal drug smuggling in the game, and they didn't really bother to flesh out the lore around it. So you can make up any reason you like, because no one in the game will tell you any different.

Originally there was an object just called "Narcotics" in the game. And that was what you smuggled, presumably leaving the exact type and severity of the drug to your imagination. Eventually this object was replaced with the hash we have today. I don't know why; possibly a "softer" drug would be less likely to get the game censored in countries where they have restrictions on the depiction of drugs in video games.

Flats Lagoon, Black Scratch and World's End depending on which one you can get to easiest. All three tend to have plenty of merchants with lots of cats and no annoying main-faction guards.

Unfortunately not true, hemp itself is also illegal in the UC and they won't be happy if they find you transporting or growing it.

The shek don't care about hemp and will trade it. I can't remember how HN feels about it.

Good advice! Smuggling it in isn't the problem, it's just finding a shop that will buy it is the problem. One time the travel shop in a shek town bought it, but the same shop won't buy it anymore.

I watched Breaking Bad/Saul and am not sure why Flats is the best exchange in the game but it is with every city vendor buying above cost. I guess the Tech Hunters stationed there are the chicken man of Kenshi. Probably trade with the empire rebels or something.

Hemp is also know colloquially as 'ditch weed' because it was widely grown during the wars to make lots and lots of rope, and it just grows wild now, but smoke it and you'll just get a headache.

European Hemp was used for a long time for making clothes, rope and more, it does actually contain the same substance as its cousin but in such small amounts that an entire field isn't going to make anyone high. Hemp in Kenshi is almost certainly based on Indian Hemp or one of its subvarieties, still better than cotton for fabric but also makes you high if smoked.
