[Flying Purple Hippo]

I remember playing a while back and using the dev panel to build a tiny town to see how the game worked. I haven't played for a while and forget how I opened it. I want to use it so I can learn all the bascis before really starting to play. I've looked around the web and this forum because I can't figure out how to open the spawn menu again.

Was it patched out of the public build?
If not how do you open it?

I'm currently using the experimental version if that's related to this.
