Yep. thought so.. so i take it if i return there, him and his surviving gang would come out crawling? they dont recruit more NPCs do they?
I mean I know some places like Fog Men adds more to their numbers. like I saw an outpost that had "44 Fogmen"
then came back 4 days later and its "56 Fogmen"
Fogmen are nest related squads and there is no limit how often they will respawn. Destroyed nests will respawn, when you load the next time. The numbers of fogmen per nest is somewhat random so but is fixed after spawing the nest.
It can be kind of amusing to pop back in from time to time to see how they're getting on.

An exception to this is if either of the two leaders are brought away from the Tower and then allowed to escape. This causes them to despawn (as in: that instance of the character will be permanently removed from your game), and then if you return to the tower, a new copy of that leader will spawn there. This version will have the original bounty, a new inventory, full health, all limbs, etc. Also the leaders have a fresh bunch of goons that spawn in alongside them, too.
This goes for many of the other lesser bandit leaders around the world as well. So long as they don't die, you can respawn them as many times as you like - Meitou weapons and all.
