I don't find it unusual to make it to the middle of the zone without any fogmen encounters, if that's all that you're asking about.
If you want to test population density, try baiting in prince patrols by filling a death yard with a few living bodies, using Fogmen seems to work and the more deathyards you can find in close proximity to fill, the better.
After the death yard is 'dead' it still attracts princes but it can take a while for them to arrive or notice.
That is because respawn in Kenshi only happens when LOADING a game. (There are a few exceptions but not relevant in this case.) Make a save and load it and you will notice that all dead yards are gone and replaced by respawns somewhere else.
Plus, it is possible to run through a zone and not even meet a single squard, because all other squads are moving too and missing each other will happen more often. That is a reason why lost persons should stay where they are, because of that.
