Yes, they're literally called "tools" and they look kinda like hammers. You right-click with one in your inventory (not your backpack, that seems to bug it out most of the time) and select "Use Tools".

Though I advise using lockpicking when you have the option. Two days of trying to open it is two days worth of experience in lockpicking and that's a good thing. You want to be able to open up tougher locks. Without enough experience, you can't even try to lockpick it, and if your lockpick is really high, you can escape from captivity with far less effort.

A character with high lockpicking and athletics is virtually untouchable.

using tools for lockpicking is more of a speed running thing, or way to early game manip the system. as lucifronz mentioned, you should have a dedicated thief in squad. you really don't want to walk up to your 3rd lab in a row and run out of tools cause you forgot to stock up on them, or worse yet you get the mother load labs and end up going through 15+ tools unlocking a ton of containers

Yep, precisely. Once your thief hits about 60+ in lockpicking, you won't really need tools anymore unless you want a backup for when they get knocked out (or Okran forbid: killed) and you're delving ruins.

Using tools is not stealthy, one nice way to handle labs early is to have an fast thief run to the loot location on 3rd floor, pick all the locks grab loot and run down to the mules / backup outside, go back and run with more. Only used tools a couple times.

Bast , east of Sho-Battai is an nice location to train lockpicking as its an ruined city with cages you can lock into and then escape, Make sure you can pick the lock :)
Or you could just find shops with containers there nobody goes and pick them, this only works once a day however.

the comment you're replying to is about tools en lieu of a thief.. the second sentence says you should have a dedicated thief

Yes, thief might not be nearby, looted the fish island and my thief got stuck under bugged bridge, found some tools to open the hard containers. Looking back some other characters might have just pick up the thief but did not think of that,
Did an load with reset characters to get her back to base.

Isn't that just for shackles? I've never actually tested the Hacksaw's uses because their stated purpose is just so... useless. Assuming you do somehow get lucky and go in the direction of the Flotsam Safehouse and you do find the hacksaw they left for you there... you probably already improved your lockpicking skill by a ton just getting out of Rebirth and you're definitely not wearing your shackles when trying to run away.

They're not common enough to be useful for that.

Hacksaws do indeed work for cutting through locks, any locks, it is also possible to simply run out the gate from Rebirth if you have a fast enough character and some characters actually have a negative lockpicking skill though not player characters typically (you can recruit them though, I had an empire peasant join me with -11 lockpicking).

I remember on my first playthrough I spent so much time trying to escape Rebirth. It wasn't until I intentionally enslaved a team I was training that I realized I just needed to improve my athletics and get those stupid shackles off. They kept putting them on me and I kept unlocking them, forgetting they had to be removed before I could actually run at my maximum speed.

Made escaping it on my second save much faster.

But yeah, I've never encountered someone with lockpicking that low. I tend to train up my fresh recruits with the lockpicking boxes so that they can attempt all but the hardest locks. With around 30 lockpicking you will only ever really be unable to pick safes in ruins.

hacksaws are actually pretty common. Most waystations sell a few and they even restock there randomly sometimes.
As a non thief playing guy I do sometimes like to have a few on a pack animal, so that when my guy that does the chest opening comes accross a chest he cant open yet I have another option. Espesially when its a ruin on a desolated spot I wont come back too

My personal strategy is to dedicate one guy to lockpicking, get him to like 20 and send my boys out to Shun. if you explore every ruin in shun you should go from level 20 to like level 46 and end up able to at least attempt level 82 locks. The trick with lockpicking is you should have the area secured so its moot how long it takes. Every failure makes the lockpicking level go up.
