Train on downed people or animals.

sneak into camps at night, KO peeps, run away if spotted, sneak back in. Good fun.

Tend to use the thieves training dummy then start taking out weaker enemies like starving bandits patrols during night.

I go to the fog islands, find a group of heavies and follow them, knocking them out usually doesn't agro the group. If they are doing their "ritual" they also make really good targets, although they are more likely to agro.

You can't ko ko'ed people. You can't ko animals at all.

Slaves/prisoners are the savest to start on, nobody cares if you knock them out a few times.
Only thing stopping you from training assassination on them is that you aren't allowed to sneak in a town with some mods.

Also work great, and you want to be very stealthy doing this.
One fun thing I did after team was recovering from an fight with the skin bandits was to follow one of their patrols knocking out all of them and stealing their damaged AI cores who kill them. In the start I failed a bit and had to run away but improved and soon I could knock out anything.

Getting yourself enslaved is another good way to go. Enemies will never initiate attacks against you so long as you're in a cage, so you can hop out, thwack away at the guards, and then just jump back in to de-agro whenever things go wrong.

Reavers are a good pick for this, since they don't give out bounties. Occasionally groups will try to make you go out on raids with them, but so long as you keep jumping back in to your cage they'll quickly give up on that and leave without you.

Ark in particular is excellent. Cages everywhere, protection from acid rain, tons of food, and a decent bounty to kidnap once you're done.

Just be sure to practise your lock picking before you go in.

Definitely second slavery. You can train basically every combat/ stealth stat among more without any negatives. Also, don't jump in the cage. Take the beating and they'll heal you up. You get toughness. Losing a limb would suck, but robotics exist for min maxers.

The quickest way is to use the skill on a high level guy laying in your bed with fewer legs than 2.
