Slaves/prisoners are the savest to start on, nobody cares if you knock them out a few times.
Only thing stopping you from training assassination on them is that you aren't allowed to sneak in a town with some mods.
One fun thing I did after team was recovering from an fight with the skin bandits was to follow one of their patrols knocking out all of them and stealing their damaged AI cores who kill them. In the start I failed a bit and had to run away but improved and soon I could knock out anything.
Reavers are a good pick for this, since they don't give out bounties. Occasionally groups will try to make you go out on raids with them, but so long as you keep jumping back in to your cage they'll quickly give up on that and leave without you.
Ark in particular is excellent. Cages everywhere, protection from acid rain, tons of food, and a decent bounty to kidnap once you're done.
Just be sure to practise your lock picking before you go in.
