Once a following slave has had enough time (and possibly been made to run a certain distance?), he'll either join your faction or run away. Sometimes purchased slaves will either run or join immediately on purchase, but usually you'll have to sit through the "following" period first. On occasion freed slaves will start conversations with you, allowing you to choose whether they're allowed to join or not.
It's indeed a good idea to pick up following slaves when they're in NPC towns, since they often tend to get into fights with the other occupants if you don't.
Certain slaves will never join you.
The liberator has left the camp for new adventures.

Another thing whoever you send must be able to stand their ground or they will find themselves enslaved. This due to sizeable number of blood spiders/red sabers/swamp ninjas attacking. There are mods that increase the chance of them joining but I dunno how it works. Never used them. Good luck.
