if you mean if you have a character with a bounty for the shek kingdom but you and the shek kingdom are allied, no unless you attack them first, since allies are always friendly to you.

I turned my character to police, and the chief just keep holding him but not putting him into the cage. I had no choice but attacked the chief to rescue my dude

I hate when that happens. Only time they'll put them down is if a group of bandits wander close to the city gates.

You can just turn them in by putting them in the cages. You don't get a relations boost, but you do get the money.

It's funny that you can do whatever crime you want in the city you allied with as long as the victims' are not the faction you allied. If you aliied with the UC, you can kidnap empire peasants in front of guards.
