Is your farm outside or do you use hydroponics indoors?
There is now way that pathfinding of automated tasks works between a base outside a town and a building inside a town.
The first is pretty easy, get a third worker to exclusively work the well and water storage.
The second is getting an auto-well or moisture farming mod to remove the manual water drawing entirely. This is my preferred choice, I can usually get by with 1-2 moisture farmers per industry requiring water, and can ignore water storage tanks entirely. The moisture farm is the storage tank (it fills up to 10 water automatically, workers just grab what they need).
The second possibility of your issue is inventory space. Is worker 2 filling up with cotton and fabric and lacking enough room to hold water? Get some wooden backpacks in that case.
Both farms are outside, very close to the storm shack where all storage is. This is a Holy Farm settlement, not a base I made. Several cotton/wheat farms, and lots of free leather thanks to the prevalence of River Raptors and paladin patrols.
Water storage is completely full, and the well is also at capacity thanks to worker 1. Since this is a settlement, I think I'm unable to build anything outside the shack. For inventory, both workers have a backpack where they store healing and a holy book (with room for a barrel), their main inventory is large enough for two barrels of water. I believe the default is for workers to take items from jobs and put them in their main inventory.
1) all farms, all wells and all storage units must be inside your base radius. None of these can be inside a NPC town.
2) workers must have enough inventory space in main inventory, not in backbag.
3) Workers must not be assigned to haul, haulers must not be assigned to work, work orders already include hauling needed for the job
4) there must be a water tower, people do not automatically haul from well to field, they haul from well to tower and from tower to field
5) well must have a worker assigned to it AND have electricity, also the water capacity of the land decides how fast the well fills up. I never build wells on less than 60% water capacity.
6) Player toons cannot be assigned to automate jobs inside a NPC town, not reliably
