Is it possible to recruit Lord Shiro?

not in vanilla.

There are mods, such as "recruit anyone" that let you recruit most people. They don't always work, but it might be worth a try. Back up your save or start a new game though (I believe they usually require you to imprison the character first too, so might be rough if you're trying a UC friendly playthru unless you're super stealthy.)

I don't know much about the lore. What would Lord Shiro want? Want makes him tick? Is it snobery and having peasants cower before him? Some arbitrary number of luxury goods? Having the player build monuments in his name? Being king of the Kenshi world?
