Ninja rags and Dustcoats are good for Hive soldiers because it gives some head protection which they can't get other ways. But the armor values are way lower then heavy armor. Nothing really excels on a Hiver.
I don't use any armor mods so I'm talking vanilla. Samurai is meta best heavy because it doesn't lower Dex.
Yeah, dexterity affects attack speed and blocking speed.
Edit: the actual "combat speed" stat from sandals means movement speed while in a combat situation, which is separate from dexterity and attack/block speeds.

Dex is crazy important to both attacking and survival.
Also confirming the combat speed info. It's nice but not a big deal.
