Where to buy cotton?

So i've traveled from the hive villages (base is near there) to the southern holy lands. i'm looking to buy cotton so i can start producing it myself. i've been to Stack, and a few holy farms. i know the farms are producing it, however, no one is selling (afik). there's obviously trade buildings in stack (the sign with the scale) however, the front door is always closed, no matter what time of day.

i'm almost positive i can buy some cotton from that store, but how to "legally" get in a purchase is my current dilema.
