If you manually order your engineer to grab 12 materials it will usually apply all 12 materials. Although it does get kinda funky sometimes just adding numbers at random, but it is still faster than the auto-engineer job.
You cna also use multiple engineers but the game AI kidna gets dumb with it. It does help for actual construction after material is applied. However when it comes time to apply the material only one person can apply and then the rest will run off to grab materials, get half way there and then run back.
