Crafting or buying equipment?
Well after digging around I caught wind of how equipment of the same grade are going to differ in stats. If I am aiming for the best gear, am I better off just buying it? If so it is a little bit disapointing, I like the idea of having a small military outpost that boasts the best weaponsmith.

it depends if you want to spend a lot of money, smihing just takes the cost to 0. You also can only smith up to a certain quality without the help of mods
Does the same hold true for armor?

Smithing armor is a little different than smithing weapons but you can create the higher tier armors without mod. You'll obviously need a good armor smith to get that high level gear. but imo it's more worth it to craft your gear, save your money for when your in a pinch and need supplies or when you need to recruit. OR you can skip both the smithing and crafting bs and just steal all the equipment lol

In my case, I make my armor, but I mostly loot high grade weapons. The reason is that Low quality weapons tend to be better at training stats because your enemies don't get KO'd quickly. Smithing weapons take alot of resources than armor. Training Armor smithing is much easier. You can just make chainmail sheets or armor plating and that increase your armor smithing already. After making those chainmail sheets, you can move to making chainmail armor which take a VERY long time (iirc 72 in-game hours), making more it efficient in resource consumption.

Max level crafted gear is much better than anything that can be bought. Only some of the loot found in ruins is equal to the best crafted gear.

For armor, yes. Weapons, no. Meitou weapons are the best and require some investment in skills and Luck to get them.

This game has many options, as others have said, you can steal gear, or loot gear from ruins thats just as good or even better than some things you can craft, there's a few "bosses" like the Bugmaster, and a few others that drop the highest tier weapons available "Meitou" crafted by Cross. I wish they would let us eventually craft things of Meitou levels too. That's kind of the point of grinding in games, to get to the master or best level. At the same time, it's also cool that the very best are supposed to be rare and hard to obtain, so I'm actually torn on whether we should be able to craft that or if it should remain the way it is to keep it rare. If we can craft all the best gear, there's no more reason to risk death exploring ruins and looking for Bosses.
