It will go away if the character is in a cage for a bounty, and they THEN get enslaved (not if you just walk into a cage and get immediately enslaved).
That was the only way I was able to get that starting 20k bounty with the HN to go away. Had my character tossed into a cage...after a few hours (i got lucky), holy slavers came by and enslaved him. He promptly escaped, and when the escaped slave tag wore off a few days later, the bounty was gone.
As far as turning your own characters in for a bounty, that would be horrifically abusable. Have a character run in, loot a bunch of random stuff in front of everyone. Run away and hand the stuff to a passive nearby party member, then have that passive party member pick up the looter the and hand him over to the police to get PAID for stealing?
If you want to make cats from the bounty system, I might suggest picking up one or several of the many mods that add small (500-3500 cat) bounties to random criminals, or add specific NPCs with significant bounties - and many of those mods can be run concurrently without messing with each other. It'll let you use the bounty system as a better source of income.
If you're just looking to cheese huge amounts of money....Just head to the border zone waystation, train up thievery and sneak, and steal and sell the same high value goods back and forth between the skeleton merchant and the tech hunter merchant
My theory was to get the payout for bounty. Wait in jail till the bounty goes away. Murder guards since that seems to generate greatest bounty. Then turn self in again.
Primary I need an excuse to murder guards.
