Toothpicks are really fun, but the thing I hate about them is crafting the ammunition for a full squad. It's not fast and I'm always surprised by how quickly I run out.
Unless your goal is to keep something staggered for ages.
It is possible, though I'd want a few heavier hitting crossbows here and there in that squad.
You can run all your characters as crossbow users and basically... gimp the game if you have enough of them. :) (Some special targets would be difficult to deal with/get to, though, in some cases.)
Things can break down a bit when your faced with lots of targets.
I routinely run everyone to the Foglands to train up against Fogmen and once had a very large "crossbow trainee" group using Toothpicks. I got into a situation where I was being constantly attacked/surrounded by Fogmen and Fogman patrols. (On the West or Southwest side of the Fog Islands where I had no choice but to go through even more Fogman camps to get to Mongrel.)
As the number of fogmen increased, the effectiveness of the "all crossbow trainee group" (15 or so?) became less due to having to spread fire among more targets. Fogmen aren't particularly tough, but they can move fairly quickly when they want to. So, they'd eventually filter into the group and force melee fighting. That wasn't terribly bad, as they don't have any armor and Katanas are enough to down them.
PS: I'd run this kind of training group with a melee/toughness training group, too. I took advantage of Friendly Fire toughness gains. :) Close by would be a good melee and crossbow group to save the day in case things went badly.

As long as you have at least one acting as bait and you set up your firing line before a fight it is possible to roam with 30 toothpicks.

the good thing about it, helps training your squad in crossbow and toughness.
Toothpicks are best for training bow.
Ranger bow is the best generalist bow, the other ones fire way too slow.
5 units of ammo on a Toothpick will run out in a few fights.
5 units of ammo on a Ranger will last many fight.
Only to put in the boxes.
