Lord Phoenix Missing

For some odd reason Phoenix did not spawn, or is somewhere random in which I can not find.

I noticed this early in my current play through that he was never in his building, sleeping, sitting, or on his throne. I honestly dunno where he could be. I checked the roof as well. Every time I visited Blister Hills he was never there. Being now I'm an enemy of the Holy Nation I'm curious whether I should perhaps import the save to hopefully fix this issue because it dawned on me that I may not be able to defeat the holy nation if he does not appear.

I honestly don't even know if it's a good idea to import as I know importing saves can cause a whole new series of issues. Definitely one as far along as the one I currently have with a small army and functioning base.

Afaik there's no harm in importing unless you have any prisoners you can't bear to lose or really don't want dead generic NPCs like townsfolk to respawn. I import pretty regularly without issue when I change my load order or just want to reduce save bloat when save/load times start getting bad.

I would at least try it to see if it solves your issue. If it doesn't, you can always go back as long as you don't overwrite your save after importing it. But I think this is generally the only solution for missing NPCs.
