pretty much the only way to get a significant number without imports (or mods) is to abuse prison-break/slavery-freedom mechanics.
As for other Skeletons, you're going to have to luck out. You might find one in a bar in the United Cities area of the map or you could find a Skeleton wandering about the Deadlands. Sometimes they'll straight up ignore you but there is a chance that an event will happen where they take notice of you and tell you to do your worst, thinking your a member of the Holy Nation. Assure them you're not and that they can come along with you if they want, the Holy Nation be damned.
But there is often a skeleton in Shark, the most reliable spawn.
Yeah, I keep forgetting that. I will look through my mods, all 300+ of them sometime and try to find out which one does that.
I was going from Holy Nation territory to the United Cities in the east and I used the road that passed through Okran's Shield to get there. Just before getting to the 2 HN bases that are situated at the choke point, I encountered a Tech Hunter skeleton coming out of the Iron Valley region heading straight for Okran's Shield. It's stats were in the 70's and like normal, it was carrying a fragment axe. Then I thought about the coming fight and how good it would be to watch the HN get pounded so decided to hang back and watch the fun.
By the time the skeleton was noticed it was almost to the first wall of the base on the right. Around 10-15 HN peeps came out after it and they were followed by around 20-30 more soon after. None of that seemed to bother the skelly because it proceeded to beat the living hell out of the HN scum. Just destroyed them. And they just kept coming. At one point an iron spider even came out of the valley and joined the fun. I'm certain that between the skelly and the spidey there was 40-50 HN peeps laid out or in serious hurt and the fight had just started.
I must have watched the fight for 8-10 minutes or more but in the end HN numbers were too much. There was probably close to 100+ AI involved in that fight in total. And only 2 weren't from the Holy Nation, lol. But they eventually wore down the skelly. I actually felt bad, but not enough to get involved myself (I would have ended up the same way).
After they beat the skelly down they it carried through the gate of the base on the right and then walked back outside the gate and tossed him into the road. Being the kind soul I am I picked him up, carried him to Stoat, and the used a recruit anyone mod to make him the second member of my squad, lol.
There's also one final way to get a skeleton recruit, you need to have a human with nobody else with them wearing a Holy Nation disguise (has to be looted from a Holy Nation soldier), you must then find a single lone skeleton walking the mountains above Blister Hill (single as in not a part of a group of skeletons walking together) and you'll get a random chance for special dialogue that allows you to recruit him, however there are also groups of skeletons walking around up there as well that have a chance to decide to attack you out of paranoia and most likely kill you.
I believe that's about all there is to it without mods, good luck in finding some skeletons!
