HN doesn't buy slaves since they don't actually believe in slavery. (their "slaves" are in a religious reeducation camp in order to save their souls of falling into Darkness and Skeletonification). You can turn in "slaves" to them, however they don't offer money and instead you just get a little bit of rep for doing so. (also they hate non-humans who they believe are too sinful and have already begun skeletonification and need to be enslaved to keep them from losing their souls to narko, since partial skeletonification cannot be reversed, it's progress only halted from progressing further by working hard for Okran's grace).
