Sandogasa

Something has been bothering me of late... Over 400 hours in game and I don't recall ever seeing an NPC wearing a sandogasa. I've been looking through FCS and on the wiki, and despite many mobs wearing straw, rattan, and metal hats, I haven't seen a single mention of the sandogasa. Is it an instance of an article of clothing/armour that none outside of maybe a few unique characters wear? If so, is there any other items you won't see equipped regularly around the world? The unholy chestplate in particular comes to mind. I would be interested to see what uniforms could be thrown together using such items.

No character has it in their clothing according to FCS so no one would ever be found with it.
Another item that no one uses is the Swamp Ninja Rags, including the Swamp Ninjas themselves. It seems like a bit of an oversight.
