edit: This is indeed a bug they should eat but don't*
From what I noticed from my playthrough - it affected only the turrets placed on Defensive Wall IV.
The bug seems to NOT be present as long as the main gate is open.
So... what I think is happening is a weird pathing issue - Defensive Walls IV have turret slots on these weird portrusions that extend slighly beyond the wall itself.
Then AI is manning the turrets in this case, it thinks that character is actually outside of the gate - if it is closed, it won't see the path back to base - somehow, even if you manually guide the characters to the food barrels, they won't take food automatically at all - because the game still thinks they are stuck beyond the base's premises.
