What town can I find a dust coat blueprint, recipe in?

I want to make my workers clothes, preferably dust coats but I don't know the blueprint and where to find it. Can someone point me to their location?

The Scrapyard has BLACK coat blueprint, and black coat is stat-wise better than orange one...

You can find EVERYTHING in the great library in Black Scratch - thats my go-to-place when I am ready to start crafting
