Sell em to shinobi thieves at watchtowers, not bars, in Heng, Heft, Sho-Battai, and I think Clownsteady, also sell them to tech hunters at all of their shops and bars in Flats Lagoon, they buy them for good prices too.

From the swamps head east.
You will find a fortress atop a platform, this is Flats Lagoon.
Owned by tech hunters with lots of money & they buy drugs at a premium.
Using this town is 1 of the fastest ways to get filthy rich in the game.

There is also an abandoned hash making facility near by Flats Lagoon.
Though guarded by robots the buildings are filled with abandoned hash.

When you sell Hashish to Shinobi Traders that are in one of the major factions (they own a tower), the profit margin gets another 500% boost.

Basically the way to identify them is a 'fence' and a 'thief trader', the thief trader has stuff to sell gear, and buys drugs, the fence is only there to 'buy stolen items' and is found in many places.

Flats Lagoon is the best place to sell, get anywhere between 500 and 700 cats with no middle man 1/2 cut. Only a minutes travel away from the Swamps as well, so perfect for a Swamp base of just ferrying some over there for some quick cash.

We can't change the price, so don't pay attention too much. My bad note, swamp is the best for narcotics smuggling.
