the answer is you cannot, it is repeatedly told in this thread. Sometimes paying pacifiers cannot solve this too because they can only help you only when the relation does not exceed a certain number.
Typically, you talk to a pacifier to pay them so that they don't attack your faction on sight, and then you use a person without bounty to pick up the person with bounty, and turn them in like that. All this cannot be done when the pacifier cannot help. You are trying to earn the bounty money without first paying a single cat, we get that, it is you that did not get us. Devs had already made sure you cannot earn money this way a long time ago, at least not in a meaningful way.
The reason behind this, while you try to make the bounty on your guys go higher, the relation with the faction that you intended to earn the bounty gets worse, in a way that you could never earn a single cat this way.
