How to own a ruin tiny settlement ?

I wanna repair those buildings and make it my base, how to make it possible ?

In the base game, you can't.

There was a mod that allowed you to buy bases in ruins, you can look for it in the workshop or see if you can mod it yourself in the FCS.

And I should note, you can fix the buildings and build inside them with the mod, but not build outside in the town's range.

If you want it to be a real base ,where you can build your own buildings and acessories (mining,power,crafting) use shift+f12 (editor) to change the ownership of the area to that of your faction.
