As far as the generator goes, it'll drain power equal to the percentage of the power being used. So if you are using 10% of your total power it'll drain at a 10% rate.
With that being the case I think you'll most likely want to go looking into batteries which just store eccess power and turn on when there is a power shortage.
The big winmills aren't reliable enough so I've only recently built a few of those here & there for aesthetics.
I don't bother with fuel generators either as they're simply not needed & are just another job that is simply a waste of time putting a squad member on.
Everything looks fine as far as I can tell. It's working. It's producing 38 units of power (76% of capacity). But you can see that we've only got a total of 25 power in the base (all from the small generator you can see on the left side of the picture, since I turned off the biofuel generator).
There's always wind here. The larger wind generator would work great... if it actually gave us any power. But it never does anything at all. (It does turn. It LOOKS like a working generator.)
And yes, we've just now researched batteries. I haven't even looked to see what is required to build them, because whatever it is, I know we don't have it. But we'll get to it.
PS. Note that I've already dismantled the generator (most of the construction supplies ended up on the side of the cliff where we can't get to it), so I don't suppose that any of this matters now.
And this is far from the only thing that hasn't been working right, and it's not the most annoying. But if you can spot something I did wrong, or that I just don't understand, I'd appreciate the instruction.
Try shift+F12, then click "fix stuff" button, then click exit on that same popup.
Try ctrl+shift+F11
Then save game & reload (or import, don't forget to check the option to import research & buildings if importing)
This is what I would try, whether that fixes anything I don't know but worth a shot. ;o)
