even though you can wipe out fog men nests and it will say fogmen nest (number here) had been wiped out ?
yep. cause just like any other animal/npc nest spawn it is randomly reocurring. you can turn nest spawn frequency down all the way in settings but idk if that would stop them from spawning all together. never tried it
you can wipe out entire nations but not fog men.

think of them more like animals. you equally can't wipe out blood spiders, beak things or skimmers
like mentioned above, it comes down to having a faction leader. fogmen have none, similar to animals. so, they will indefinitely spawn
but I killed fog king
well you're saying that they spawn because there's nests next to them still? so you're suggesting that wiping them them all out at once would be the only way (while incredibly impossible)

So i guess you need to get 256 skeletons and train them up. systematically clear the fogmen camps leaving some skeletons behind to prevent backspawns. Hopefully you have enough skeletons to blanket the foglands. Then, just stand perfectly still forever and revel in your victory.

then wouldnt that mean their maybe a 2nd 1st empire base with underground entences maybe that is near the deathyard? its a stretch but there a faction not animals. there must be something cloning them at least.
You would need a mod, I believe the "Reactive World" mod or something like that, in order to adversely affect cannibal spawns.
