Moll has no bounty?

Moll, the leader of Flotsam ninjas, has no bounty... I would have assumed she would have one with the Holy Nation...
If I brought her to the Holy Nation inquisitor, would he not take her and would I not get any rep boost with them?
Seems odd if thats the case. Moll has "diplomatic status" but nothing about a bounty. hmmmmm

Phoenix is supposed to give you Chalice of Fire which is worth 30,000 cats for turning Moll in. You can't use a woman or other races, only male greenlander to speak with Phoenix.

But when I was mousing over Moll, her character didnt even say she was wanted by the Holy Nation, there was no bounty.... I am aware she is an enemy of the Holy Nation, that is why I am confused.

Besides, I already got the Chalice of Fire from Lord Phoenix and I havent turned Moll in yet (obviously lol). The Chalice isnt a reward for turning in any specific character.

After your faction relation with The Holy Nation reaches 50 ( becoming allied) you will be able to talk to the Holy Lord Phoenix (he will ignore you until you have a relationship of 50 or higher).
The first time you do talk to him he gives you the Chalice and a Holy Seal.
I got my faction relation up to 60ish by just turning in random NPCs I came across that had bounties. I havent turned in any major enemy yet.

So, I guess my question still stands unanswered. Moll shows up as not having a bounty despite her being an enemy of the HN. Is my game bugged out or is it normal for her to not have a bounty despite being wanted by the HN?
I really dont want to go through the trouble of taking on the Flotsam Ninjas and hauling Moll down to the Inquisitor/ Phoenix just to find out I cannot turn her in.....

Just stop thinking about it.

The game has a note about a bounty on moll so there's a bounty.

I have not messed with faction leaders much, but I don't think any of them show up with an actual bounty, do they? They're special cases that change the world state, and have to be turned in to another leader.

Just going on memory from what little I've dabbled in that part of the game. Could be wrong.
