if you have a large squad, a bunch of people with crossbows is always usefull, if not... melee > range.
Rate of fire was mentioned. But also, the skills of the crossbow user, especially with regards to friendly fire. And there's also the ammo type - Eagle's Cross uses Long Bolts, which you kinda have to produce yourself to have a sufficient supply, and they take steel bars to make, while regular bolts and toothpicks can be produced with iron plates and are also more readily available in shops.
I'd say the Oldworld Bow MKI is probably one you can skip, but the others have their uses.
However, since they can kite the enemy indefinitely even if the enemy is faster (enemy will start doing the combat shuffle like 30 feet out, giving them time to reload), they always win any micro'd engagement.
Also, xbows are hilariously deadly at higher damage setting, and with mods like CANF mod. At 2x damage with CANF, a single guy with MKI can take out an entire city in a few minutes without taking a scratch. For this reason, mods that at least add xbowmen to enemy factions are recommended.

All the crossbows are OP, but they do require ammo. I guess in reality what is OP isn't the Crossbow itself, but the users ability to micro movement orders. Should be a hard counter to Crossbows, that when the NPC enters "Combat Shuffle" they "Deflect" incoming bolts 95% of the time. Or maybe lower the stagger rate of All bolts except Heavies.
