Cant find Shinobi Thieves towers?

So I know the Shinobi Thieves have thief towers in the majority of the cities ran by the UC, but I cannot find any towers. I've been to Heng, Heft, Sho Battai etc. nothing. Some Shinobi Thieves will be sat in the bars but that's it. Any ideas how I can join them or find them?

They're in the hub. Iirc that's the only place you can join them but could be wrong about that.

It's really easy to spot. Just look for the only other house that isn't ♥♥♥♥♥♥.

also their are shinobi theives towers in most major cities....

If one mouses over town info on the map, they should appear as a listed faction. Sometimes they have their own building usually a tower, sometimes there's just a squad of them with a fence hanging out in a bar.

need a theif boss to join them through dialogue, guaranteed in Hub, can't remember other cities or whether it's just plastic surgeons and fence.
