Shinobi Fence (SPOILERS)

I'm in the Swamp, and was asked by the leader of The Hounds to deliver some hash to a UC city. So according to the wiki, you can also do this by selling to a Shinobi fence at one of their towers. I go to the Hub, and there is a trader there but he says to talk to his friend to fence anything illegal - but there is no other trader present.

Is the actual fence only found in certain places, or does he travel around? And is it even true that you can complete the Hounds mission this way, or does it need to be in an actual United city?

A "Fence" is found in faction towns where selling stolen items and illegal stuff is, in fact, illegal. There's nothing illegal in The Hub.

You can find Shinobi Fences in bars all over the place, anywhere where someone might want to sell something the faction doesn't like people selling.

PS - The Hub isn't a U.C. city. It's in the Border Zone and loosely controlled by the Trade Ninjas. There is no Shinobi Fence in The Hub, but you can find them in just about every town in one of the Bars.

Go south to Clownsteady its a UC town and theres a shinobi tower where you can pay the boss 10k to join and sell those to the trader inside the tower.
