Does more people on a mine make it faster?
Or is it based on labour effiency up to the mines max and more people on it are wasted effort?

Yes, it goes faster, in the sense that every ore node, but also every crafting bench etc, has a max number of spots. For standard ore nodes that's 3, the ones labeled "Small Iron/Copper Resource" only have 1 slot. (it shows this in the bottom left when you left-click a resource or bench.)
So if you have 3 people mining the ore, it goes faster than with just one.
Once the max number of people are working a resource, you can't make any more of them work it.

In my experience yes.
