No more Sheks? abandoned towns (glitch or blessed by the RNGods)

Started new game and there are no more sheks all thier cities are abandoned making the game too easy any way to fix it?

Import your game i believe this can cause if you start a new game ingame instead on the main menu

no jsut import your game on the main menu, you can also check or uncheck anything you like to fix too or respawn.

In the main menu go to import game and click on the save you want to import. Additionaly you can also respawn dead npcs or any other options like that if you so desire.
