Making sure they have enough food seems to be the most straightforward solution for this.
The circumstances under which this is a problem are kinda rare, so usually it's no big deal. But I've had it happen as well, when my base was taken over by raiders and I was moving in to re-take it.

I tell ya placing bread baskets and food storage containers is an art. It all depends on where the character is in relationship to where the bread or food containers are. Which ever is closest to where they are when hunger hits is where they go.
I now have food containers all over the place but Ruka, God love her, she just won't stop eating the bread. Dry, tasteless, nasty bread. That girl will run paste 3 food containers to get the bread. I even placed one right beside her where she works (weapon bench) but oh no, not Ruka, food cube? Nope, Meat Wrap? Nope, How about a bowl of nice tasty rice and veggies? Nope, I want bread...*sigh* ok fine.
But to the OP, unless you turn off jobs your people will dump any food that has not had a bite taken out of it back into storage. Also as long as you are within a certain distance from your food containers, your people will run back to them when they are hungry regardless if jobs is on or off.
Another point, If you are loading up your characters with iron or copper to make a run to town and sell, if you do not turn off jobs and place in their packs something to eat before you start loading them all up, somebody with a full pack is going to get hungry before you head to town. When they do they will automatically dump their ore into storage and then get a bite to eat.
If you are not paying attention you could run to town just to find a bunch of empty backpacks on everyone.

Ration packs too. I get those for traveling, but the guys back at base like them too, even when they have to dig them out of some chest.
Would be nice if you could mark some containers as "storage for a rainy day, not for consumption" or reserve them for a specific bench or something.
I noticed it's position-related as well, but have been too lazy to try to fix the puzzle. Maybe putting the bread baskets on a roof with a food store on either side of the house could work...
I don't know why either of you are so bothered by this stuff, once you get your food chain going good you can't get rid of the food fast enough. I have so much bread and food cubes that im literally just stealthing it into the inventories of sleeping/unconcious npc's o.O I had to build more bread baskets and food barrels because my production chain halted due to lack of space -.-
