There are a bunch of skeletons on the loading screen of all different faces, etc.

In the character creation there are little skeleton choices.

Is there a way to unlock more?

There are different models, the one available at the start is the most common type. You can get some of the other models as recruits in the game but they're a bit rare.

If you want to simply unlock them as playable from the start, there are mods for that.
