As for the red sabres, you must have built close to their HQ because as far as I know that's their only settlement and raids can only spawn in settlements owned by their own faction. Raids don't just spawn at your base. It can seem like they spawn at your base if you miss the message warning that they're en route, though.
Unfortunately an NPC faction saying they'll protect your settlements doesn't mean much unless you have an understanding of where they spawn and how strong they are relative to your enemies.
They don't spawn at the Red Sabres HQ. They are generated just outside of your view range. I checked this.

So that leaves 3 possibilities.
1. You're referring to not to Red Sabre raids but patrols, which like all patrols can spawn without a town.
2. You don't have the "Red Sabre Hideout" on your map and/or didn't notice it, and that's where they're spawning.
3. The Red Sabres are the only faction in the game that can spawn a raid anywhere on the map.
I'd say 3 is impossible but this is Kenshi we're talking about so there's a small chance. I'd rule out 1 and 2 first though. Dust bandits, cannibals, Holy Nation, Shek Kingdom, United Cities, Western Hive, Black Dragon Ninjas, Band of Bones, Berserkers, and Nomads are all the factions I've been visited by. They've always spawned at their nearest settlement or camp.
The Hounds not spawning in Shark is indeed misleading and I'd be mad about it too if I were you. The other thing Big Grimm's promise of protection ignored is the fact that they won't protect you from random enemy patrols, which in the case of Red Sabres are the same strength as their raids.
I'm also confused at how you didn't get eaten by blood spiders if you built a base in the swamp that could get overrun by Red Sabres.
Listen, I checked this. Ingame AND in the editor. I literally made a mod to fix it. So please, just check the editor, otherwise, take my word for it and don't think you know better, cause you clearly don't. Ok?
1. It's not a patrol. Patrols are not scripted. The patrols of any bandits still appear, and the Hounds are not scripted to spawn as a response.
2. The Red Sabre Hideout exists, I have even been there ingame. They don't. Spawn there.
3. They are scripted to spawn. Open up the editor, go to ai packages->war campaigns->"Swamp Red Sabre Assault" Note how they use "Water Clan Squad". This squad doesn't even exist in the Red Sabre Hideout.
FACT: this is not a normal raid. It's a broken quest that was not scripted right and is not working as intended.
But when the war campaign "Red Sabre Swamp Assualt" spawns, which uses the same "Water Clan Squad" as the regular groups of Red Sabres patroling the swamp, the Hound reinforcements do spawn, but they aren't helpful because the red sabres spawn right outside your base?
So if one of those is a problem an one isn't, what's the difference? Because it seems like they both attack without warning and without the Hounds coming to your aid, or having time to.
I'm trying to understand this because it goes against my fundamental understanding of how raids spawn, in enemy bases. Like I said, every raid or trader visit I've seen starts out in an enemy town or camp. I've never built a base in the swamp but looking at the entry for this raid I can't see why it'd be any different. If it is different that's definitely a bug.
And by the way it doesn't matter whether a squad is in an enemy town before the raid. They spawn there when it begins.
You guys making a fuss because of some swamp lowlifes. If you are strong enough you beat them, their competitiond and everything around you while toying with the bugmaster at the same time.
That's like saying get rich and powerful, making a fuss out of something in your life that you can just throw money at. So how's your quest at becoming the next vladimir putin or xi jinping going?
Oh, not so easy?
-go build the base near the Shark, we'll help you if something happen.
