Check holy nation, and check the scrap house in the black desert.

Always check the scrap house. That dude will ALWAYS have something you will want.

Heng- 3000 cats, Did'nt find at the scraphouse. But maybe blue prints rotate around sellers. I know they do at the bars.

Yeah for some playthroughs of mine they were always in shop, vs some others where it would be months before I see them. UC shops are a good an easy start, Black Desert City if you don't like life and your limbs attached.

I've been looking for this for what feels like ages and have yet to find it.
It must rotate.
I'm just about to do a blueprint run with my main vanguard as my base is finally self sufficient.
Hopefully its not in HN city has they hate me.

i don't think they have one,i recently add a mod that add allow vendor to sell a lot more than the regular things (50 dried meat etc) it broke the game,i find it at squin vendor in the first run,exited and deleted the mod

From what I've seen, a particular shop will rotate their blueprints, but always from the same selection, i.e. some shops will never stock a particular blueprint no matter how long you wait. Seems to be more than just by nationality, too, because I've found blueprints in Heng that never showed up in Clownsteady.
