I've scoured the entirety of heft, no sign of the lad. Is there something I'm missing? I've checked, and I have NO mods that affect the locations of NPCs.

Most times, he's on first floor by exits waiting for someone to gather his mystery sack. He might be shopping if not at his throne building. Check at shops, often npc that are shopping are frozen in time while inside shops until you enter then their activities would resume.

He'll either be sitting on his throne or sleeping in an above room.

Gotta revive this thread... seriously "Where the is emperor tengu?

I was keeping heft for last and took down all other cities of the UC but on his throne there was an Elite Samurai sitting and thats it.

Tengu is in Heft, in that large building in the center, top floor behind some walls, or he may be sleeping, hes in a bright terquise set of cloths, and hes a bit fat, I mean, hes hard to miss.

Tengu is actually not much of a fight, his stats are lower than his guards by a fair bit. The Noble Hunters out wandering the sands are deadlier. He is so easy to take out with even a moderate Assassinate score it is kind of sop in my UC region play throughs to go steal his gear pretty early on.

Granted I am the kind of guy that plays a solo 1 armed bandit that kidnaps entire cities methodically and dumps them out one by one in the sand for the skimmers.
