I don't know whether there were ever plans to fully develop those concepts into content, but, at this point, the dev has said he will not be developing any further content for this game (no DLCs, new features, etc.), so they will not be appearing unless some ambitious modder decides to take it upon himself to do so. While the available modding tools are very limited in some aspects, there is enough there to create new races or new appearance options for existing races.
As far as the skeleton capes, that wouldn't be terribly difficult to mod as it stands. The first modded tweak that I did was to allow skeletons to wear headgear (had to give my skellie an Ashland Hat!) and that allows them to wear hooded cloaks, too. You do get a little weird clipping because the models aren't meant to go together (which is why they don't get headgear by default), but it works reasonably well.
Just to tease players with what could have been. Would have liked the weird spiky star headed Skeleton, but my favorite was the one whose head looks like a giant heart.
Turns out kenshi was the first ever early access game to hit steam and that the dev team are extremely small.
And they have always had a extremely slow progress when it comes to updates due to the small size of developers working on it, as in a new update only every three years apart slow.
But they do however use a lot of player made mods in their updates to save time which i respect.
So i would like to see a link to a page were it says that they have completely stoped working on it before drawing any conclusions on that.
