being caught even though no one is in the room or floor im on
im trying to loot a picked chest for some food and even though no one is on the room or floor i currently one they still somehow caught me

what do i do :/

Is it saying you were “caught stealing” or is it just saying “alarm raised”?

If you are actually being caught and getting a “committing crime” status for 30 seconds, that would be a bug. If it’s just kicking you out of the window and giving you a “committing crime” status for 3 seconds, youre fine.

also if you get seen within the 3 seconds after taking an item you will be busted.

it says im caught stealing and no one was on the floor or came onto the floor when i tried to steal and it did kick me out of the menu and everyone down stairs came running

I always assumed it was part of the plan. Maybe your character bumped their knee against the chest while reaching for something which caused it to scrape across the floor and alerted folks already on edge for someone skulking around in the shop. The shopkeeper could've attached a couple of small wooden or metal plates to all of their objects so they'd clank together if someone picked it up wrong. There are tons of little mishaps that could happen to unexperienced thieves to give them away. While the game just slaps you with an alarm, you can reasonably explain failing the chance and being caught. In a world where almost every city has a Shinobi Thieves presence, whether there's a tower or not, I imagine the guards and shop owners are hypervigilant.

I could be wrong though and it could be a bug.

i think it would be cool if something like that was in it but when it isnt supposed to happen it does suck

i found the method to fix it is once i steal an item quicksave and reapeat

It is tied to the low theivery skill.
It is harder to steal something if the owner is close to the chest, and easier if he is far away or on another floor of the building.
But, if your theivery skill is very low, you still cannot successfully take that item sometimes.
It will fail, you'll get the caught stealing message, but since no one actually saw you fail, there is no alarm and no crime bounty activated.
If you notice, when you are about to steal an item, if you put the cursor over the item in the chest, it will show the chance to successful steal.
At the beginning that percentage will be under 50% even in an empty room or building with an open chest.
But the thievery skill goes up pretty quickly so it is not an issue for long.

Not a bug.

did a few test steals with a level 1 thief. people downstairs definitely came running.

never had that happen with my actual thief character. it seems that there are 2 different levels of fail. one is "alarm raised" and the other is "caught stealing". "caught stealing" isn't an issue if no one sees you. "alarmed raised" will aggro the shop keeper and guards, even if they are downstairs.

so what i had thought was just the result of failing a steal out of sight (caught stealing) is actually just the lesser of the two types of failure, and "alarm raised" seems to be a critical failure. i guess i just never got hit by a critical fail when no one was looking and assumed it worked differently? going to test it a bit more in a few different scenarios.

You can practice stealing from bandits that play dead. I mean it's pretty creepy RPG wise to steal their pants and put them back on, but even expert theives can learn from stealing pants off of someone, lol.

Alarm raised - everybody goes nuts, even if they dont see you
Caught stealing - if you are not seen or the NPC is asleep nobody cares, if you are seen it's the same as alarm raised

i am finding it easier as my skill goes up to steal and lock pick as im practicing in a tech hunter traveling gear store in scion

I'm just imagining someone repeatedly pulling the pants down and up on a person trying his best to continue playing dead without bursting into laughter... Then end with the first guy turning around and walking away saying "Now, I am a master thief..." *serious face*
